Why can't Rogers Cable deliver BOTH their Home Phone and Internet Services through the one Arris Modem? - rogers home phone and internet

I have been trying for a customer of Rogers high speed in Ottawa, have a line that is changed from Bell to Rogers Home Phone. Obviously, this requires a different division of my main feed cable into the house and the installation of the Arris modem in addition to my cable distribution currently feeds 3-terminal digital television and my cable modem Webstar Internet.

Since the modem is already a standard Arris cable modem and DOCSIS 2.0 compliant device interface E-MTA and with the ability equipped route Internet traffic between LAN and WAN, why not simply take the two Rogers services, which apparently able device for people who both services on the basis of all institutions, which I have seen, seems to be a majority? Not only the elimination of unnecessary cost of equipment, which are ultimately passed on to consumers in the rental, but also eliminate the disorder in the 2 teams that are basically the same.
